Tendering Exercises for Member Agencies
It is possible that Member Agencies will become involved in a tendering exercise for the delivery of services such as the provision of counselling/support/helpline etc. The first stage in any procurement is that the purchaser/commissioner notifies through advertising on its and other websites and in journals that they are inviting agencies to submit their interest to a future tender for particular services. This is called the ITT or invitation to tender.
Agencies responding to the ITT are then asked to complete a pre-qualification questionnaire (PQQ). The PQQ would need to be completed by the Member Agency who wished to provide the services the subject of the tender. It would contain questions which, when answered, would enable the Local Authority awarding the tender to have a good general understanding of the Member Agency and its ability to undertake the services the subject of the tender to an acceptable standard.
The PQQ used by Hounslow Borough Council is a good example of a standard PQQ. A copy of Hounslow's PQQ can be obtained by clicking here. We suggest that you take the time to consider this PQQ so as to enable you to have an understanding of what will be involved should your Member Agency become involved in a tendering exercise in the future.
